Arizona has a greater number of charter schools and a higher percentage of its public school students attending charter schools, California has the largest number of public school students enrolled in charter schools. In contrast, Missouri’s charter school legislation was passed in 1998 and is comparatively restrictive. Charter schools can only be opened in two cities: Kansas City and St. Louis. As I detail below, California’s charter school legislation was tied to a state level school restructuring initiative and was also viewed by some proponents as a firewall against school vouchers.

The organization commissioned a second report entitled Restructuring California Education that proposed over seventy reforms organized into six broad policy proposals (Olsen, Chang, Salazar, Leong, Perez, McClain, and Raffel, 1994; see also Berman, Weiler Associates, 1988). The scope of the reforms advocated in Restructuring California Education was wide-ranging and encompassed reforms aimed at schools to changes in state policy (Berman, Weiler Associates, 1988). Two of the six policy proposals are particularly pertinent to the present discussion.

These nationwide figures, while useful, mask a considerable amount of variation across state contexts (see also Frankenberg and Lee, 2003). 3 I present the same figures for California, Arizona, and Michigan. In California, Asian students were underrepresented in charter schools compared to their population in the state as a whole. In both California and Arizona, the percentage of African American students attending charter schools was higher than the percentage of African American students attending conventional public schools, but the differences between the two sectors within each is less extreme than the difference between the two sectors nationally.
